Counter-Terrorist Exercise Conducted in Ryazan Refinery

In the course of the exercise, they drilled interaction between the government authorities of Ryazan Region, law enforcement bodies and administration of CJSC Ryazan Oil Refinery Company for conducting a counter-terrorist operation in an explosion and fire hazardous facility and eliminating aftereffects of a terrorist attack.
The crisis staff for Ryazan Region is headed by Anatoly Zagryadskiy, Head of the Federal Security Service Division for Ryazan Region. The staff members are Andrey Shevelev, Deputy Governor of the Region, representatives of the Federal Security Service Division, Regional Police Administration, Main Division of EMERCOM, Regional Division of the Federal Service for Control of Drugs and Psychotropic Substances Circulation, and Ryazan Garrison. All of them came to Ryazan Refinery on June 9 to participate in a meeting to discuss the forthcoming exercise together with Dmitry Bedarev, General Director of Ryazan Oil Refinery Company.
The exercise scenario holds that a group of terrorists intruded the territory of Ryazan Refinery and mined a tank with a chemically hazardous substance. Subsidiary PSC employees blocked the terrorists in one of the refinery units. However, the criminals managed to take hostages and blew the explosive device remotely. This resulted in a spill of one tonne of a toxic substance.
As a result of prompt and well-coordinated action of special service officers, PSC Rubezh-Ryazan and subsidiary emergency rescue teams, the terrorists are neutralized, the hostages are freed, and the aftereffects of the emergency situation are eliminated.
Summing up the results of the exercise, the crisis staff members commended the action of special service officers and emergency rescue teams.
